De Amsterdamse Zuidas wordt algemeen gezien als een toplocatie voor binnenlandse en buitenlandse kantoren. Niettemin laten de twee tot nu toe onderzochte varianten voor de ontwikkeling van het gebied een negatief kosten-batensaldo zien, respectievelijk 0,6 mld euro en 0,9 mld euro.

The analysis consists of two parts. First, all possible welfare effects of the project are listed. Second, the main effects are evaluated in monetary terms. The principal benefits are the development of office space and other real estate and the improved urban design of the area. The estimated benefits of enhanced public transport capacity are very small, even though the project carries quite substantial infrastructural investment costs. As a result, the project in its currently proposed form turns out to be unprofitable in terms of welfare.
