The Dutch government is considering the introduction of a reform in the health care sector. Competition between health insurers as well as between health providers, is a central pillar of these reforms. This study investigates under what conditions such a reform is likely to be successful. The two central questions addressed are:

  1. Which policy options are available to get competition off the ground?
  2. Which policy options are available to avoid undesirable side-effects of competition?
The overall conclusion is as follows. Although the precise effects of the reforms cannot be predicted with certainty, there is a fair chance that they will improve efficiency and at the same time maintain accessibility. The risks appear to be manageable, provided that the government implements supplementary policies in time.
