Education and research in the Netherlands: an international perspective

The main conclusion is that the performance of Dutch education or research does not systematically differ from other rich countries. The second conclusion is that an international bench-mark can be useful in preparing new policies provided several pitfalls, related to the interpretation and use of indicators, are taken into account. An international bench-mark does not generate clear prescriptions for new policy but should be used as starting point for further policy analyses.
