Netwerkanalyse van een Nederlandse voorwaardelijke bronbelasting op renten en royalty’s

Nederland wil in 2021 een voorwaardelijke bronbelasting invoeren op uitgaande rente- en royaltystromen naar laagbelastende landen. Op verzoek van het ministerie van Financiën analyseert het CPB in deze notitie de impact van deze voorgenomen maatregel. Voor 108 landen, inclusief 14 laagbelastende bestemmingslanden waarop de bronbelasting betrekking heeft, brengt het CPB de belastingdruk van rente- en royaltystromen in kaart. Met dit instrumentarium wordt het omsluizen van deze stromen over het internationale belastingnetwerk nagebootst op de belastinggegevens voor 2018.

Do house prices matter for household consumption?

To what extent do large drops in house prices drive household consumption? Using a large panel of Dutch households over the period 2007 to 2014, when house price dropped 27%, we find a significantly positive relationship between house prices and household (durable) consumption.

Sixty percent of the royalties that flow via the Netherlands go directly to tax haven Bermuda. Outgoing interest flows are diverted less often to tax havens: around 20 percent. In addition, some 25% of the outgoing interest flows to other conduit countries, such as Ireland, Luxemburg and Switzerland. In addition, a large share of dividends comes from these countries. The conditional withholding tax, planned for 2021, does not stop the financial flows from and to other conduit countries. The reason for this is that the conditional withholding tax only applies to countries with a statutory rate of the corporate income tax of 9 percent or less. That does not include Ireland, Luxemburg and Switzerland.

Speciale aandacht gaat uit naar de factoren die huizenprijzen op de korte en lange termijn verklaren en naar de vraag of oververhitting en bubbels wel vooraf te meten en te bepalen zijn.
